After few rounds of finding, found a solution to setup a local wifi network without internet connection which allows resources sharing between devices (PC, laptop, mobile phones, and other wireless enabled devices).
Hardwares:
- basic wireless router b/g with/without modem functionality RM29
- usb wireless adapter b/g for desktop without built-in wireless RM19
Total cost is RM48.

why not set the wireless configuration to computer-to-computer, with that u can get rid of the wireless router - RM19, even cheaper.
i want to connect more than one device such as desktop, laptop, mobile phones & iPad. I tried to find 2nd-hand wireless router but unfortunately 'tak ada'
